I am building a new building (house/office/store). Do I need to pre-plan the wiring in order to maximize the CSDP functionality (such as I would do with a "Smart House" system)?

No you do not.  The CSDP robust architecture keeps all the configurations and settings in the panel itself, thus maintaining maximum flexibility.  Therefore there is no need to pre-plan wiring or infrastructure or to decide in advance how to connect each circuit. The "Smart House" functionality is included as a standard feature in the CSDP design.
